My personal view, no offence or hate
Very bad idea to consider it a competition but leave it to a public vote. If you don't want people to vote for rising, why is it an option on a public poll? And why is it even a vote if you already know which goal is the best and the one people should be voting for? There can be absolutely no complaints, instead there should be steps taken to make sure this doesn't happen in the future. But can't really blame the horrible format of the competition on people who do nothing against the rules of it.
